811 closes the ticket. It does not clear your site.
The one-call ticket covers participating operators up to the meter or the property line. On a commercial site, most of what your excavator will actually hit sits past that boundary: private electric feeds between buildings, irrigation, site lighting, fuel lines, private sewer, and data.
The gap is not that contractors skip 811. It is that a closed 811 ticket reads like a cleared site, and on private property it is not one.
