Does 811 Cover Private Property in Texas?

Yes, Texas 811 applies to digging on private property.
But that does not mean every underground utility on private property will be marked.
That difference is where contractors, property owners, and facility managers can get into trouble. A crew may call 811, wait for responses, see paint in the work area, and assume everything underground has been identified. On many private properties, that assumption is not safe.
Texas 811 says excavators should contact 811 two business days before digging, even for work on private property. Texas 811 also explains that some lines may not be marked because they are private, and private utilities are often buried lines after the meter or main lines.

What Texas 811 Does
Texas 811 is a notification system. When a ticket is submitted, Texas 811 notifies participating utility members so those utility operators can respond and mark the lines they own near the proposed excavation area.
Texas 811 does not physically mark the lines itself. Utility companies or their locating contractors respond to the ticket. Texas 811 states that member utilities may only mark public utilities and may not mark private or non-member utilities.
That matters on private property. A utility company may mark up to the meter, main, or ownership limit. Beyond that point, the line may be private.
What 811 May Not Mark on Private Property

Private utilities are common on commercial, industrial, multifamily, school, hospital, retail, and private development sites. These may include:
- Parking lot lighting circuits
- Irrigation lines
- Private water lines
- Private gas lines
- Fire lines
- Secondary electric feeds
- Communication conduit
- Fiber lines
- Security gate power
- Storm or sanitary laterals
- Utilities between buildings
- Abandoned lines left underground
Texas 811's homeowner guidance notes that some utilities running from the meter onto private property may not be marked, and that it is the owner or excavator's responsibility to get private utilities marked before digging. This does not mean 811 failed. It means 811 and private utility locating cover different responsibilities.
Why Private Property Is Risky

Private property often changes over time. Parking lots get expanded. Buildings get remodeled. Tenants add utilities. Irrigation gets modified. Fire lines are repaired. Communication lines get added. Old utilities are abandoned instead of removed. Those changes do not always make it into the latest drawings.
That creates risk before:
- Trenching
- Directional boring
- Excavation
- Utility tie-ins
- Drainage work
- Sign installation
- Fence installation
- Light pole installation
- Parking lot reconstruction
- Concrete cutting or coring
A public mark may be correct and complete for the utility owner’s responsibility, while private lines remain unmarked in the same work area.
When to Use Private Utility Locating
Private utility locating should be used when the excavation area may contain owner-installed or undocumented utilities.
A technician may review plans, walk the site, inspect surface features, use electromagnetic locating equipment, and use GPR scanning where appropriate.
SiteTwin | GPR Scanning Services
EM locating can help trace conductive utilities or utilities with tracer wire. GPR scanning can help investigate subsurface targets that are not traceable with EM alone.
GPR has limitations. Soil type, moisture, clay content, depth, surface conditions, debris, utility material, and utility congestion can affect what can be detected. GPR does not guarantee that every underground utility will be found.
The best results usually come from combining records review, site inspection, EM locating, GPR scanning, field markings, and potholing where needed.

Potholing Still Matters

Utility locating reduces risk, but it does not replace physical verification.
When excavation risk is high, potholing or daylighting should be used to confirm utility depth, location, and type before mechanical excavation continues through a conflict area.
This is especially important before directional boring, deep trenching, utility tie-ins, work near gas or power, fiber crossings, and congested private utility corridors.
Paint marks show the suspected horizontal route.
Potholing confirms what is actually underground.
Private Utility Locating Across Texas

Across Texas, private utilities are common on commercial and industrial properties. SiteTwin serves the major Texas metros.

In Houston, Dallas, Austin, San Antonio, and Fort Worth, many properties have been expanded, repaired, repaved, or remodeled over time. That creates underground conditions that may not match the plans.
Depending on the scope, SiteTwin may provide paint markings, site photos, PDF utility maps, KMZ exports, GIS-compatible utility mapping, and potholing recommendations. You can also check out our locations.
Texas 811 & Private Property FAQ
Does 811 cover private property in Texas?
Yes, Texas 811 applies to excavation on private property, but it does not mean every private utility will be marked.
Does Texas 811 mark private utilities?
Texas 811 notifies participating utility members. Private or non-member utilities may not be marked through the 811 process.
Who is responsible for private utility lines?
Private utility lines are generally the responsibility of the property owner, facility, or excavator to identify before digging.
Can GPR find all private utilities?
No. GPR is useful, but soil, depth, moisture, utility material, and site congestion can affect results.
Is potholing needed after private locating?
Yes, when excavation risk is high or a conflict needs verification. Potholing confirms depth, location, and utility type.

Don't Assume an 811 Ticket Covers Everything
Do not assume a Texas 811 ticket means every private utility has been marked. Before trenching, boring, cutting, or excavating on private property, get the work area investigated, marked, and documented.
